The Opportunity
This is a standout opportunity for an experienced pre-construction professional to lead bid and tender activity on a prestigious £350 million healthcare scheme, one of the most significant projects currently in our client’s pipeline. If you have a mechanical bias, or strong experience overseeing M&E packages more broadly, and you want to work on something with genuine scale and profile, this is worth serious consideration.
Our client is a national M&E building services contractor with roots going back to the late 1950s and offices across England, Scotland and Ireland. Their Warrington base is their England operation, and this is a permanent appointment to lead pre-construction activity on this flagship healthcare project, working closely with the wider pre-construction team and reporting into a dedicated Pre-Construction Director.
This is a senior role with real influence within the business. You will own the tender and bid process for the scheme through to contract award, with the resource, structure and senior support behind you to deliver at the level a project of this scale demands.

Our client has been delivering M&E building services for over 65 years and has grown from a regional maintenance provider into a national contractor with an annual turnover nearing £100M, more than 100 directly employed staff and a supply chain of over 1,000 approved suppliers and subcontractors. That kind of infrastructure takes decades to build and it underpins the quality and consistency of what they deliver.
The sectors they work within are very varied. Alongside healthcare, education and commercial, they have a strong track record in heritage, luxury hospitality, defence and custodial environments. These are not sectors that every M&E contractor can credibly work in, and this £350 million healthcare scheme is a clear example of the calibre of work they are trusted to deliver.
Accreditations include ISO 9001, ISO 14001, NICEIC, BESA, ECA and Constructionline, alongside a robust Zero Harm health and safety programme. The pre-construction function operates with a dedicated director-level lead above this role, meaning the support structure and strategic direction are properly in place.
What You'll Be Doing
Leading pre-construction and bid activity on a prestigious £350 million healthcare scheme, working closely with the wider pre-construction and design teams
Managing the tender process for the scheme through to contract award, coordinating input across mechanical, electrical and public health packages
Preparing and reviewing M&E estimates and ensuring submissions are technically substantiated and competitively priced
Driving value engineering and buildability reviews throughout the pre-construction phase
Developing and maintaining relationships with the client, design team and main contractor throughout the bid process
Reviewing contract terms and identifying commercial risks ahead of award
Supporting post-tender negotiations and managing handover to the delivery team on award
Contributing to the wider development of the pre-construction function as the England operation continues to grow
What We're Looking For
A mechanical bias is preferred, or strong experience overseeing M&E packages within an M&E contracting environment
Demonstrable experience in a pre-construction, estimating or bid management role, ideally on large-scale or complex schemes
Healthcare sector experience is advantageous though not essential
Strong on value engineering, risk identification and commercial review at pre-contract stage
Sound knowledge of NEC and/or JCT contract forms
Confident engaging with clients, design teams and main contractors at senior level throughout the bid process
Relevant M&E qualifications
Full UK driving licence
