The Opportunity
Our client is a long-established, family-owned M&E engineering contractor, operating across the UK and Ireland from their Warrington base. They are looking for a Mechanical Pre-Construction Manager to lead mechanical bid and tender activity, working across a varied portfolio spanning healthcare, pharmaceutical, commercial, education, hospitality and public sector projects.
What sets this role apart is the capability behind it. The business delivers the full lifecycle in-house, from design and off-site manufacture through to installation and maintenance, so a pre-construction manager here is not pricing in isolation. You have direct access to design, engineering and manufacturing expertise from the earliest stages of a bid, which means submissions are properly substantiated and technically robust rather than built on assumptions.
A mechanical bias is essential for this role. It is a senior appointment with real ownership of the mechanical pre-construction function, and the salary reflects that: £75,000 to £95,000 depending on experience, plus a full benefits package.

What You'll Be Doing
Leading mechanical pre-construction and bid activity from receipt of enquiry through to contract award
Preparing and reviewing mechanical estimates across HVAC, plumbing and public health packages
Coordinating input from the in-house design, engineering and manufacturing teams to produce technically substantiated, competitive submissions
Driving value engineering and buildability reviews, drawing on the business’s full design-to-delivery capability
Developing and maintaining relationships with clients, consultants and main contractor pre-construction teams
Reviewing contract terms and identifying commercial risks ahead of award
Supporting post-tender negotiations and managing the handover to delivery teams on secured projects
Contributing to the continued development of the pre-construction function as the North West operation grows
What We're Looking For
A mechanical background is essential, with a clear understanding of how mechanical M&E packages are priced and programmed at tender stage
Demonstrable experience in a pre-construction, estimating or bid management role within an M&E contracting environment
Comfortable leading the tender process across a varied mix of sectors, project types and contract values
Strong on value engineering, risk identification and commercial review at pre-contract stage
Sound knowledge of NEC and/or JCT contract forms
Confident engaging with clients, design teams and main contractors at senior level throughout the bid process
Relevant mechanical or M&E qualifications
Full UK driving licence
